“Final” revision of
licensure bill prepared

Members of the NYSCPG Board of Directors and NYSCPG legal council have conducted a series of meetings with representatives of the Consulting Engineers Council of New York State (CEC) and the New York State Society of Professional Engineers (NYSSPE). Such meetings have been held during the last two years to elucidate the concerns of the engineering community regarding the proposed geologists’ licensure bill. As a result of those meetings, virtually all of the their objections have received attention and compromise language has been found. The Professional Engineers have expressed a desire to move forward on this issue. They support the licensure of geologists, they recognize the significance of the contributions of geologists and would like to see geologists join them as licensed professionals.
The purpose of the most recent meetings was to deal with what the CEC and NYSSPE consider to be their final objections. We believe we have revised the bill in accordance with their wishes and our needs. The issue of the need for Professional Service Corporations to immediately elevate a geologist to a position of “ownership, shareholder, or corporate officer” has been avoided. No geologist currently working for such a firm need be concerned that his or her position might be in jeopardy due to a non-compliance situation after the passage of the bill. Exemptions for work by licensed professional engineers for data collection for use in engineering analysis, design, construction, have been modified in a mutually satisfactory manner. A minor addition dealing with title protection for professional geologists has been added. The full text of the proposed licensure bill will be posted on the NYSCPG web page.
In the next few weeks, the NYSCPG will enter into “round-table” discussions regarding the licensure bill with all interested parties at the behest of council for Senator Ken LaValle, Chairman of the Senate Higher Education Committee. We expect to have a new version of the bill printed and ready to introduce at the opening of the legislative session in late January 2000.

Call for Papers for Seventh Conference on
"Geology of Long Island and Metropolitan New York",
Saturday April 15, 2000
at SUNY Stony Brook.
Topics for presentation include general geology,
earth science education programs, glacial geology, stratigraphy, sedimentology,
coastal geology, applied geology, environmental geology, engineering geology,
hydrology, and bedrock studies emphasizing the geology of Long Island and
Metropolitan New York. Major goals are to inform participants of ongoing
research, to promote further research and collaboration among researchers, to
define important areas where research is needed, and to encourage further
research on Long Island and in Metropolitan New York.
Deadline for submission of titles is February 1, 2000. Presentations may be oral, poster or abstract only. Deadline for submission of abstracts is March 1, 2000. Each presentation must have an abstract. We are accepting extended abstracts of up to ten pages including figures and references. Please submit the following information when submitting titles:
title, authors and affiliation, address, e-mail, and telephone and fax numbers for the
corresponding author, and whether the requested presentation is oral, poster or

MEMBERSHIP - Renewals are Due

The holidays are rapidly approaching and I am
pleased to report that membership renewals for Y2K are off to a good
start. Please make a copy of your
membership form and encourage your colleagues, competitors and associates to
get their geologists enrolled as members in the NYSCPG. Although the NYSCPG has identified
approximately 1,500 geologists in New York State, we know there are more out
there and would like to identify who and where they are. The licensing bill affects all geologists
and we need everyone's support to get it passed.
The 1999 membership with Individual, Prospector,
Corporate and student support has exceeded 250. As of November 23, 1999, the following new or renewal memberships
are in: 79 Individual, 14 Prospector,
one Platinum Corporate - Haley & Aldrich of NY; two Gold Corporate - ERM
(Exton, PA) and Spectra Environmental Group; and three Silver Corporate -
Aquifer Drilling & Testing, Groundwater & Environmental Services, and
SAW Environmental Services. The list of
1999 and 2000 Corporate and Prospector Members are listed in this newsletter. We also thank David O. Cook and John M.
Garvas who made additional donations to help support the NYSCPG. Let's see if we can get the NYSCPG over 500
